In California, Scouts manufactured in 1975 or earlier are currently smog-exempt. Models from 1976–1980 must pass biennial inspections. At Scout Club SF, we specialize in making these later models compliant through BAR-certified engine swaps (like the GM E-Rod) or precision OEM restorations that meet strict California emission standards.
Yes, but it must be performed as a BAR-certified engine change. We utilize GM’s E-Rod systems, which carry a specific Executive Order (E.O.) number. Our team handles the entire installation and the Bureau of Automotive Repair (BAR) Referee process to ensure your Scout is 100% street-legal in San Francisco, Los Angeles, and across California.
Heritage Metal & Quality
Original International Harvester steel is heavy-duty 18-gauge, while most modern aftermarket reproductions use thinner 20-gauge metal. Restoring your original “Heritage Metal” ensures superior structural rigidity and a factory-perfect fit. We believe in preserving the investment value and “All-IH” DNA of your vehicle.
For our San Francisco and Marin County builds, we use industrial-grade epoxy primers and cavity waxes designed for “fog belt” humidity. For our Los Angeles and SoCal clients, we focus on UV-resistant coatings and high-efficiency cooling to handle the heat. We build for the specific climate where your Scout will live.

In 2026, we are seeing a “flight to quality.” As the brand gains global mainstream attention, values for original “Analog” versions have significantly increased. Master-level restorations with modern drivetrains (Restomods) are in record demand from buyers who want the classic look with modern reliability.
The Scout II was produced in much lower numbers, making it a “blue-chip” rarity. Because International Harvester used heavier-gauge steel and industrial components, a properly restored Scout is a more substantial vehicle. Its exclusivity makes it a standout at both SF and LA collector events.
